Subject: clarification of exceptions under executive

Order 14257 of April 2, 2025 in the changed version

In Executive Order 14257 of April 2, 2025 (Regulating Imports with a reciprocal TARIFF to Rectify Trade Practices that Contribute and Persistent Annual United Goods Trade Deficits), I Declared a National Emergency Arising From Conditions Reflected in Large and Persistent Annual Us Goods Trade Deficits, and Imposed Additional Ad valorem Tasks that I considered necessary and appropriate to deal with this unusual and extraordinary threat, which his source has completely or significantly outside of the United States for the United States’s national security and economy.

In Executive Order 14257 I found that certain goods were not subject to it Ad valorem Service sentences according to this order. One of these exceptional products is “semiconductor”. The subsequent orders in Connection with Executive Order 14257-Ie, Executive Order 14259 of April 8, 2025 (Amendment to Reciprocal Taiffs and Updated Duties As Applied to Low-Value Imports From The People’s Republic of China), and the Executive Order of April 9, 2025 (Modifying Reciprocal Taiff Rates to Reflect Trading Partner Retaliation and Alignment), (Subsequent Orders) – Incorporate The Exceptions in Executive Order 14257, including for “semiconductor”.

To the extent to which the HTSus is currently not completely reflected in the above -mentioned products Ad valorem The tasks collected according to the Executive Ordinance 14257 and the following commands will be followed by inserting the above -mentioned headings and references into the subdivision (V) (III) from US grade 2 to sub -chapter III from Chapter 99, efficiency from 12:01 p.m. April 5, 2025, in accordance with the Executive Ordinance 14257 and the subsequent orders, on imports that are excluded in accordance with the implementation regulations 14257 and the subsequent orders because they are “semiconductors”, which are explained in this memorandum, are reimbursed for such returns in accordance with the provisions of US -ZULL and border protection procedures.

As explained in executive order 14257 and the subsequent orders, The Secretary of Commerce and the United States Trade Representative, in Consultation With the Secretary of State, The Secretary of the Treasury, The Secretary of Homeland Security, The Assistant for Economic Policy, The Assistant to the President for National Security Affairs, The Senior Counselor to the President for Trade and Manufacturing, And The Chair Of The United States International Trade Commission, Are Authorized to Employment Granted To The President BY The International Emergency Powers Act (50 USC 1701 ff.) As possible, the implementation of Executive Order 14257 and the following orders are necessary. Measures to implement the Executive Ordinance 14257 and the subsequent arrangements take place in accordance with this memorandum.
