Here’s how to watch Noem’s budget address

Gov. Kristi Noem will deliver the annual budget address on Tuesday.

The speech is an unofficial start to the upcoming legislative session, which begins next month. In it, Noem will talk about state revenues that are below what lawmakers expected at the start of the year.

Noem will offset this decline in revenue collections with her budget priorities.

One of them is fully funding a proposed men’s prison near Sioux Falls. The final price for this facility was announced at a meeting last month. In recent years, the Republican governor and legislature have funneled hundreds of millions into a fund to avoid guaranteeing the project. The fund is about $200 million short of fully financing the prison.

Noem will also outline increases to the so-called “Big Three” — state employee pay, education and nursing homes. These increases are generally funded at the same rate.

The governor’s budget serves as a working document for legislators as they develop the state budget during the 10-week legislative session.

The budget address could be Noem’s last as she was nominated by the Trump administration to lead the Department of Homeland Security.

The address is at 1:00 p.m. CST/12:00 p.m. MST.
