Plastics contract must remain ambitious – we must not give up now

After more than seven days of intense discussions during the fifth session of the Intergovernmental Negotiating Committee (INC-5) to develop a global treaty on plastic pollution, delegates failed to reach an agreement. Negotiations will resume in 2025 at a date to be determined.

While most countries favored a treaty to tackle plastic pollution across its entire life cycle – including strict rules on production and consumption as well as chemicals of concern – some major oil producing nations strongly opposed the inclusion of these measures.

Delegates agreed to restart negotiations on the basis of the Chair’s latest text proposal, which includes some elements of progress towards a more ambitious treaty, such as: B. Bans and phase-outs on certain harmful plastic products and chemicals, improved product design formulations and alignment of financial policies are consistent with the aim of the Treaty. However, alternative options for this text with weaker wording are also included and critical questions remain as some countries remain opposed to ambition. While the Chairman’s recent text has certainly moved negotiations forward, “nothing is agreed until everything is agreed,” as INC Chairman Vayas reminded delegates.

“It is clear from the outcome of INC-5 that while there is overwhelming support for a meaningful agreement – ​​one that prioritizes human health and the environment – ​​we need more than enthusiasm and high hopes to achieve INC-5. 5.2 to success,” said Nathalie Bernasconi-Osterwalder, IISD vice president for global strategies and managing director for Europe. “All parties must continue to push for a fair global treaty that reflects the full extent of the plastic pollution challenge and addresses it holistically. “There is too much at stake to compromise on systemic change.”
