The Texas billionaire brothers are planning a large construction project south of McCall. First: 1,100 apartments

A development company owned by two billionaire Texas brothers who control thousands of acres of land in Idaho is proposing a massive development of more than 1,100 homes southwest of McCall.

DF Development will unveil plans for the 1,130-unit RedRidge Village project in Valley County. The plans represent just a portion of a larger, 30,000-acre project spanning a wide swath of land south of New Meadows in Adams and Valley counties.

DF Development is owned by billionaire brothers Dan and Farris Wilks of Cisco, Texas, who sold a 70 percent stake in their fracking company Frac Tech for $3.5 billion in 2011. Farris Wilks, 72, has an estimated net worth of $1.9 billion. According to Forbes, 68-year-old Dan Wilks has an estimated net worth of about $2 billion.

DF Development purchased approximately 172,000 acres of land in central Idaho in 2016. Since then, the company has sold and developed smaller parcels, but no project has reached the size of the RedRidge Village proposal.

The company owns 57,908 acres of land in Valley County and 60,930 acres in Adams County, including the land on which the project is planned.

“The vision for the entire 30,000 hectares includes areas of limited development surrounded by acres of wildlife habitat,” the application documents state.

The RedRidge proposal would build homes in neighborhoods surrounding a village center and include a variety of designs with multi-family homes, single-family homes and large lots. Plans include a vineyard, retail and restaurant space, a community hall and an outdoor amphitheater with grass seating for about 2,000 people.

The development would occur in four phases, each requiring separate approval from P&Z. Each phase includes access roads, trails, utilities and other facilities. Central water and wastewater services and sewage treatment plants are planned for some properties.

According to a project description provided to Valley County P&Z, a local trail network is planned within the project that will connect to regional trails.

Adams County has not yet received a formal proposal, but the application documents list an Adams County cluster development of about 4,900 acres, as well as a 9,100-acre wilderness preserve, 12,900 acres of undeveloped steep terrain and about 3,500 acres of open space buffered areas.

A total number of proposed homes was not available for most of the development area in Adams County. Maps of the development show additional proposed access roads in several areas, including the Whitetail development area, west of Little Ski Hill, just south of New Meadows and along US 95.

The proposal is adjacent to the upscale new Blackhawk on the River and Whitetail Club developments. The portion of development being considered in Valley County would be accessed via several roads from West Mountain Road, which extends south of McCall and along the west side of Lake Cascade.

“Although I have had preliminary discussions with the folks at DF Development, no applications have been submitted and no development agreements have been proposed at this time,” said Adams County P&Z Director Meredith Fisher.

Representatives for DF Development declined to comment.

The RedRidge Village proposal is scheduled for a public hearing before the Valley County Planning and Zoning Commission on Thursday, Dec. 12, at 6 p.m. at the Valley County Courthouse in Cascade.
